Joint forum “Aktau Declaration: Synergy and Localization” was held in Almaty

ALMATY, 6 October, 2015 — Today, Kazakhstan Association of Oil, Gas and Energy Complex “KAZENERGY”, JSC “NC KazMunayGas”, together with three major operators of oil and gas fields in Kazakhstan — Karachaganak Petroleum Operating B.V." (hereinafter referred to as “KPO”), “North Caspian Operating Company N.V.” (hereinafter referred to as “NCOC”) and “Tengizchevroil” LLP (hereinafter referred to as “TCO”) — held a joint forum of vendors “Aktau declaration: Synergy and Localization” in Almaty.

One of the successful aspects of such cooperation is “willingness to support the RoK local content development concept” through execution and implementation of the Aktau Declaration on Joint Actions (hereinafter referred to as the “Declaration”) in September 2012.

According to the Vice General Director of KPO, Marat Karimov, KPO fully supports the RoK government local content initiatives and works in close co-operation with the RoK Authorities to achieve this goal.

“Local suppliers’ capacity building through sustainable development and skills transfer are central to the way we work. This forum allows discussing opportunities for local content increase at KPO as well as debating the issues of all parties involved,”- said Marat Karimov.

“Thanks to implementation of Aktau Declaration TCO and other companies successfully cooperate to increase local content,” — said TCO General Director Tim Miller.

The Declaration reflects the intentions of major oil and gas operators of the Republic of Kazakhstan to develop the following priority directions in terms of local content: development of machine building and services areas, enhancement of HR potential and Research & Development, harmonization of prequalification and tender procedures, and set-up of a Unified RoK industry database. Implementation of the Declaration intents is managed and controlled by the RoK Ministry of Energy.

Deputy Managing Director of NCOC Zhakyp Marabayev stressed that the provisions of the Declaration of Aktau has become one of the most fundamental aspects of the medium-term Local Content Development Plan for 2015-2017. “NCOC recognises the significant potential for further development of local content and improvement on the basis of Aktau Declaration provisions”, — said Zhakyp Marabayev.

The main objective of the forum is to familiarize the industry on the status of the Declaration implementation and to facilitate the development of local market of goods and services and localization of priority commodity areas required for the oil and gas sector.

The forum was attended by more than 50 Kazakhstani machine building and engineering enterprises, and by about 30 foreign manufacturers, as well as by the representatives of the Ministry of Energy of the Republic of Kazakhstan, and the Ministry of Investments and Development of the Republic of Kazakhstan.

The organizers of the forum presented an overview of the Karachaganak, North Caspian Sea and Tengiz Projects and familiarized the participants with short and medium term demands on priority commodity groups. The vendors were also familiarized with the operators’ technical requirements for standards and equipment specifications.

According to the Managing Director for Business Support of JSC NC “KazMunayGas” Serik Keulimzhaev, current event is an effective platform for the discussion of new investment opportunities, the creation of manufacturing industry, expansion of business, networking with all representatives of the market, both from the government and from large and medium-sized businesses.

The organizers of the event hope that this Forum will promote the attraction of both foreign and domestic investments, transfer of new technologies, as well as give new impetus to the local content development in oil and gas industry of the Republic of Kazakhstan.
